This rock formation could be a fallen monument, shaped as a cone. The cracks on the surface might be defining the separate elements it was build of.

Given that this is not news and the original poster seems to be implying some sort of ETI connection to this rock this topic would seem to be better suited to the Extraterrestrial Life & The UFO Phenomenon forum than the Space News forum.

This picture is rocky at best.

No, that's definitely not a monument. It's a 6 meter (20 foot) tall rocky cliff at the edge of Victoria Crater (link).
