NAP is Network Access Protection which can be a work around for what you are trying to do. However it has complications for your average user. I can probably give you a simple work around...just need some information...

Are you running Windows XP, Vista, or otherwise?

The work arounds are not illegal as though it may seem. Not sure why your government is blocking such sites anyway.
