SECRET WORLD GOVERNMENT
The secret world government or the shadow government as they are sometimes called are in charge of mostly everything even if the leaders of that country do not realise it. They operate from "behind the scenes" and are even in charge of things that most people would npt think are worthy of even taking charge of.
