Within Civil Conduct Codes, Ammendments added in the Digital Communications Act, according to the United States Constitution:

...fines may be imposed for promotion of criminal behavior.

This throwing in the face to cause a stir, may be considered by true criminals as a surge in their mental state. If they are to encourage such, they may as well foot the bill for incarceration.

I'm certainly not against usage of the vernacular around here. But, when it reaches a point where the vast majority of readers simply can't puzzle out the meaning...it ceases to be at all useful/instructive/amusing.

Well he's trying to start a petition. Why he goes about it posting in a very obscure manner as to create confusion is beyond me. Maybe he's an alien.
