People who die and become evil spirits don't realize they have done so. Their anger, desire for revenge, or other strong emotions keep them trapped on the Earth plane. They may realize they have a chance to move on, but don't for various reasons.
The other theory is that some evil spirits may be just a thought form, or spiritual layer, of the person who died. The soul may have already moved on to the 'other plane'.
Any insights on which one would be the closest to truth?
I'm not exactly convinced that there actually are spirits. While I am a recreational ghost hunter (its more of a fun thing than a serious thing) I certainly have not been convinced that there are any spiritual entities like ghosts or angels or demons. For now I suspend my judgment indefinitely on whether they exist or not.
As for your theory? ::shrugs:: Might as well be. Even if there are ghosts, its not like we actually understand what they are or how they operate, so your guess is as good as any other. I suppose it makes sense. While some "ghosts" can be classified as poltergeists or other pesky phenomena, a lot of the stories that I've heard have the ghost as sort of unaware of a human presence, as if they are either unaware of the fact that they are dead or are merely a sort of 'spiritual imprint' left upon this world. But like I said, I'm not exactly convinced that ghosts exist, so...
