I've noticed that a number of other forums use the same application to organize things as U.M. Could you possibly tell me who designed the program which structures this site?

Yeah the forum runs on IPB the rest of the site seems to use either a custom cms or custom template that uses SSI that is Server Side Includes . U.M. did have the site that made it on the main page. I'm sure it cost alot of money, but well worth it.
