It's not that unusual for cops to hear bizarre stories about perverts and strange people. But most can't fathom what they think this guy was up to. A Columbus, Ohio man is under arrest in Cincinnati after allegedly crawling under a table to spray a woman's feet with saltwater.
Police allege Dwight Pannell entered the library at the University of Cincinnati, crawled under a desk, took out a syringe filled with H20 and began to dampen the tootsies of a very surprised woman at the facility.
The bewildered victim told officers she was sitting in the library when she heard a noise underneath her and then felt a strange oozing sensation at her feet. When she looked down, she saw a strange man on his knees holding a syringe and slowly squeezing its contents into her shoes.
She immediately raised an alarm and cops came running. They collared Pannell, charging him with serious counts of voyeurism, assault and criminal trespass. His lawyer complains the offence doesn't warrant those allegations, but prosecutors intend to pursue them anyway.
The 43-year-old was silent during a court appearance on Thursday and remains locked up on $75,000 bond. There's no immediate explanation for his alleged actions."
