Here's a photograph I received via e-mail a couple of days ago, the person who sent it to me is looking for any information that could help determine what the strange effects in the picture are.

A simple way to do this would be to get some multi-coloured faiy lights, and, in the dark wave them in front of a camera and take a pic with no flash.
The photo looks like to me, A long exposure that's out of focus with a lot of camera movement causing light trails and blur marks. At least if that's the whole image but if it's only part of the original image then you have something strange occuring.
It's too dark in the picture to see if anything else is happening, or indeed if there is anything else in it.
The anamoly, if you wanna call it that, is happening with somthing in front of it. Perhaps it was taken over the top of a car or something. Notice the light trails disappear behind something in the lower right.

I have to agree with our esteemed mod on this one. Not enough information visualy to make a informed decision. It does look like a lot of camera movement with a background light.
Besides that, where is the "white female and black male" from the background info supposed to be? 
This is the same image, only with a plain identifyer effect, this shows the bit plains as different colours, effectively making each level a different colour.

I took the picture with my Camera Phone and when I took it, my cousin and a black guy were in the picture. The bar was not dark, but not light, we had a DJ that night, but his lights were behind me. When I took the picture it was a normal picture. It wasn't until 2 hours later that I opened the camera to erase some pics that I noticed the object. He was shifty and staring everyone in the place down. The Dragon also warned me of something happening at my house at the same time it happened at the house, I heard someone trying to get in our back door at the bar and I checked it out and no one was there, but sound was loud and then the babysitter called and said someone was trying the door at the house and she saw him from behind and called the cops.
