A friend of mine saw this skull and he made a sketch of it. No one can figure out what it is. Suggestions?

In my opinion it appears to be the skull of a bottlenose dolphin.

That vertibrea looks way to old to be related to that skull if it was catrilage he saw on the skull.
But it could be something like Mesonyx or one of its competitors, these things had lots of competition and some couldn't compete aswell and so started to go aquatic and eat fish eventually they became things like whales.

Perhaps the teeth weren't there because that isn't all of the skull?

Take it to a local university or college. They will have a biology section and will be happy to tell you what it is. I'm sure they would be happy if they can't explain it. They love to find new creatures. I have no idea what it is. Maybe a penguin?

Looks more like a piece of bone thats suffered some damage, it doesnt appear to be a skull.
