There is a ton of people who would make better spies.

Morman Missionaries are generally only about 17-20 years old. I don't think there is really enough time to recruit a 17 year old and train him to be a spy and send him on his mission. Besides, missionaries talk to the people not the gov's of other nations, so what good would it do the government?
