I don't see why it wouldn't...they have all the same glands in there that we do, just for the most part they don't develope. If a guy's producing milk, it's in the exact same we do.
I actually heard about this a few years ago, but I thought it was just...you know...it was secreted out in very tiny amounts every now and then...didn't know it could actually be used for breat feeding

No, it's just because mammalian fetuses develope female by default, and require two doses of various male hormones at the correct developmental stages in order to become male; even when they do, most of the famale...bits and peices...remain there, they just don't develope, or develope in a different manner.
There have actually been cases of people being born "trangender"...in this case, a fetus that was supposed to develope as a male, was not given the second dose of male hormone. The child is born female, with all the famale reproductive organs...however, come puberty, the second dose of hormone is delivered (better late than never), the child will grow a penis, and go through puberty as a male.
In the end, they'll end up being a normal heterosexual male, with all the bits and peieces, and very surprised parents.

To be honest, I'm not completely sure

It would likely vary from person to person, depending on how quickly the hormone is delivered, and in what quantities. It would probably...spring up...over the course of a few months; certainly, before the person in question experienced any of the symptoms of female puberty, such as periods (which they obviously wouldn't have).
