Sorry for not having got back to you sooner, was away tonight.. But anyway.. I use a PS plug-in called Knoll Light Factory.. Thanks to Barman, who I had got it from a while back.

Knoll Light FactoryAfter you put this into your C>Program Files>Adobe>Photoshop 7.0>Plug-ins folder, you follow these steps:
on the image you wish to add the effect to, you chose "Filters>Knoll Light Factory" . This will bring up a common "Filter's" window. you can choose the position of the effect on the image within this screen, the brightness of the light, and the size of the light. You can also click the "Browse" and browse with the same folder mentioned above, to chose from nearly 40 different flares. you can customize the flare size, shape, reflection, color, wings, circles, glares, and everything within this window. It is a very complexed filter that adds a LOT to your work..
In this particular case, I added the flare on the teeth in one position at one size, copied it as a frame to my animator. I then enlarged the flare slightly, and copied this frame into the animator, and then gradually went up to the wanted size, and back down the same way I came up. I then did this same thing in a different position on the image.
