ANIMATED RAIN TUTORIAL WITH PAINT SHOP (Part One) I have to do this in two parts because I had too many pics to post to explain how to do this properly.
It took me forever to learn how to do this and this is the easiest way I have found to make animated rain. It sounds quite tedious, but once you get the hang of making the first frame, making the others are quite easy.
Step 1First, I took the image that was given by CatOutaHell and opened it in Paint Shop.

Step 2Then, I created a new Raster Layer (Fig.2)

and filled it with black (Fig.3)

Step 3Then I added "noise" to the picture (Fig.4).

My choice was Gaussian, 50%, monochrome (Fig.5)

Step 4Then I added Motion Blur (Fig.7)

I put the angle at 145 degrees and the Strength % at 50 (Fig.8)

Then I clicked on "Sharpen More" twice for this specific rain effect (Fig.9)
