The most important rule I always follow by when making a website is to keep everything within a table with a specified width of around 750 pixels, so that it will look the same no matter what resolution you view it in, apart from the size of the gaps down the side of the table. It's best to plan things out on paper first, so you can work out the width of each column before getting to work.
The rest is mostly down to personal preference. I prefer to keep things simple. Allow users to get straight to what they want, as soon as they want.
