That's you're only reason? Ghosts are used all the time, and they're a very different phenomenon. . . . . hell, aspects of real life are used in film all the time. . . . love, hate, death, betrayal, etc. Does that mean we shouldn't believe that they exist?
I don't care what you believe, and I don't direct this to you only (sorry if it seems like I'm on the attack) but please, when explaining why you don't believe in something, make it a rational, logical statement!
I believe that Haitian zombies can exist, merely because I believe in the power of drugs. Zombies, in their sense of the word (the illegal kind) are humans who are drugged, putting them in a death-like state (and in conditions where high-level medical attention may not be attainable, this isn't inconceivable). They are buried alive, conscious enough to recall the sounds and sensations of their own funeral, yet unable to respond to outside stimulus. The culprit then digs up the "corpse" before it suffocates and keeps it as a slave, a servant.
The drugs leave the person with severe brain damage. There have been a few instances where the zombie is disposed of, it's master having no more use for them, and they wander aimlessly. I remember one documentary where I saw a family that had recovered their "dead" family member, finding him wandering the streets of their town. They claimed he was changed, and observing his actions, his motions, and his lack of communication (verbal or non-verbal) I would not doubt his damaged mental condition.

Now, I don't know about any "government conspiracy" . . . . . and you're statements saying all of these vague documents were destroyed. . . . unless you have something else to back them up, then I don't know quite what to make of your claim. (No offense, of course. You simply haven't told me enough to make a better conclusion.)
