Many years ago, before I was born, a DC-10 crashed near my soon-to-be house, and everyone on it was killed.  That area was turned into a Dog training area for the police, but when people intrude on the area, they sometimes have claims of seeing people walking around, searching almost for something or someone.  Could the police be using dead souls to have their Dogs chase down?

there could be spirit entities in the area from the tragedy that occured there, but the police would not be using them as a training tool for dogs. most cops, as i have learned from spending years around my policeman father and his policeman friends, are extremely skeptical of hauntings. having police dogs search for spirits would not only be an admission that the police believe in ghosts, but also a waste of time.
