The host server has been offline for the last few hours while a number of security updates were implemented. Both the forum and the web site were unavailable for that time period.
From our web host :

Due to certain security problems discovered by our operating systems vendor last night we have spent the night and will continue to spend the next few days updating our systems. Unfortunately on cation this process has taken longer than expected and currently an engineer is on site resolving the last of the problems with the upgrade.
Please accept our apologies for the length of this unscheduled outage, but this was a large security problem and we felt that emergency action needed to be taken.
Rest assured we will try and resume full service ASAP without any loss of data or further disruption.

Hopefully this should end any of the annoying outages, that this place has been suffering from, then?

Al,
It's possible, but then I still haven't been able to determine for certain what the cause of the outtages was in the first place. This upgrade was implemented to solve security issues, which isn't really related to the PHP/SQL problems.

if it was security issues, then could someone have hacked in to the servers and tampered with the PHP/SQL subroutines?

If someone had done that they would have probably shut the server down instantly to stop the hacker(s) from gaining access to sensitive information - possibly what resulted in the abovementioned upgrades.
The security problems they describe occured last night sometime, and the SQL/PHP problems have been occuring once in a while over an extended period of time - so I don't think there's any relation between the two.
In other words someone forgot to upgrade the anti virus software lol
