Yes, if you define technology in the broad sense of being the application of science to affect the world around us. A spoken language permits communication, allowing humans to work in groups and complete complex tasks. A written language allows information to be distributed and preserved.

i guess so you all have good opinion but my teacher told to me that it is not because technolgy is the apllication of science with the use of raw material, iam rely confused right noow,is it instinct in human bieng?????

I would not consider language a technology for the same reason as your teacher, it is cultural. Technology would be the megaphone through which you amplify your voice... or a telephone to speak through... not the actual language itself. In my eyes anyway
