help why did no one actually provide some help last time?

If nobody offered any good advice in either of those threads, I doubt that your starting another thread on the subject will get any worthwhile responses. This subject may be taken more seriously at the Psion Guild Forum - you may want to ask there.
From what they've told me there, there's an "input" and "output" effect of every psionic ability. Input meaning sensing, output meaning transmitting/affecting. According to ANKA, the resident know-it-all at the Guild, precognition is actually using the "input" part of chronokinesis. If you can do that, you'd probably have success at affecting time. Just FYI.
