how and or when do you become a moderader or what ever what burnside is where all freinds right? plz reply

Moderators are picked by the site staff, usually those approached are long term members who have made a positive contribution to the site, and who are considered to be good candidates for the job.

Unfortunately you can't really apply for a moderator position, it's more of a 'don't call us, we'll call you' setup i'm afraid.
