Or it could be a genetic mutation. I dought the chupie is related to the chupa.

Some people say the chupacabra was genetically and accidentally made by the government (which I don't believe). But for those who do and if its possibly true, maybe the chupie along with the chupacabra could have been genetically made also with the chupacabra or an offspring of the chupacabra, lol - just an idea.

One of my searches turned up someone saying tht they worked and a government base/research lab/something like that where El Chupas were being captive. S/he said that they had a very sad look to them, as if they were lost on another world.

Something about that didnt quite sit right with me as fact.

El Chupas (which are chupacabras, not chupies just to let you know) as for what I would suggest, wouldn't have a cute, innocent, sad little face. I heard the government had its own issues and involvement with the chupacabras but not being held captive with a sad face. It doesnt sit right with you because the truth is, its fictional lol.

...if the government wants everything under wraps so much, why do they let these people go blab secrets?

Well I don't want to get to deep in governmental opinions/facts, but I'll tell you this. The people who work in Area 51 basically sacrifice their life to devote all their time to working undercover. They are truthfully not aloud to go out. Maybe once every ten years but what has been heard is that they see daylight maybe once a decade. If your going to work their, your going to stay their. As to retiring or getting to a certain age (by the way, your not aloud to quit), you sign a contract signifying that you will not leak any information. If not followed, they would probably spend the rest of their lives in jail for telling classified governmental facts. So basically, the people who claim they work at Area 51, are lying. We once had, I don't know if anyone remembers this, but this forum last year - someone claimed they worked at Area 51 and knew all the secrets and believed to have an answer to every mystery and tell us all about UFO's. We all knew he wasn't telling the truth and he told us he was risking his life/career as he wrote to us. I asked, then what do you get out of this if your risking your life because the only people who are getting benefits is us, if it is true which it wasn't. Anyone remember that?

Maybe because no one will beleive them anyway.

Well I'd have to say that I wouldn't. Unless they provided believable information or ways to prove what their saying is real, I would then believe it.

And I really want to believe many things. But when things are just so surreal or have such an exaggerated background, it forces me to give up. But the most I really believe in is Extra terrestials.
