NORWICH, N.Y. - A man and a teenager have been charged with forcibly tattooing an obscenity on the forehead of a 17-year-old boy, police said Monday.

Officer Craig Berry declined to describe the tattoo, except to say it was a phrase.

"It's just ludicrous that someone would do something like this to another person," Berry said.

Kenneth D. Peer, 23, and a 17-year-old boy were charged with assault and unlawful imprisonment. Police were withholding the name of the 17-year-old, who was charged as a youthful offender, Berry said.

The two were in jail in lieu of $25,000 bail. A court hearing was scheduled for Tuesday in the the upstate New York town.

The victim - whose name also was withheld by police - walked into the police station Friday to file a complaint against his attackers. The victim told officers he had been held down by a man and another teen at a Norwich residence while they forcibly tattooed the vulgarity.

Police have not established a motive for the attack, Berry said.

Berry said the attackers used a homemade tattooing instrument. Berry said it was likely the victim would require plastic surgery or a laser process to remove the ink.

Why the hell would you want to forcibly tattoo someone? To threaten them? To scare them? Beats me...

Hate crime most likely.

I think they should be sent to jail for a few years with inviting words tattooed on their backsides.

What a bunch of complete morons... how the heck did they think they were going to get away with it at all? That kid now has to have some painful procedures done to him. Now if this was just a prank, I could understand a permanent marker but not a tattoo.

Just allow the victim to come up with his own profanity and allow him to tatto it all over them and then chuck them in jail!

I read about this a while ago on a different website. This is just cruel. Even with treatments this kid may never be able to fully remove the tattoo.

i agree with everyone here, but i don't think they need to have some jail time, some medical treatment and do lots of community work. if you just put them in jail, it will be cruel and id say useless.

Anyway, thinking rationally again, I would sue them for the amount of money to get the tattoo removed.
It is a very costly process that will probably leave scars, but I guess it is better than a profanity stamped on your forehead.

That's absolutely ridiculous. Those two...those two guys...who thinks of this stuff? As punishment, they should just get a tattoo on their foreheads saying "I'm a dumass" Let em' keep it for a couple of days. Stick them in a mall or other public place.

That would suck for someone to force a tatoo on you. Espeically if it was something like "I eat my own vomit" on their forehead.

This is really messed up. I'll say this if that was me I would have beaten them to within an inch of thier lives THEN go to the cops. I mean this is crazy.
