Of coure ghosts can go underwater! Come to think of it, I saw one underwater once.
It was a very hot summer night and about midnight I got up and got into our pool. The water looked all dark and inky, and beneath the surface, a very eerie feeling came over me. I opened my eyes to see what I thought was a submerged woman, staring at me, but she disappeared before I could get a proper look. Scared the sh*t out of me.

It can definitely happen the only problem is in that in most rivers, oceans, lakes you can not see to deep and very little people are looking and would not recognize a spirit encounter in the water if they had one. I am sure a fair amount of people have seen underwater ghosts similar to Theseus's experience but just like normal ghost encounters not everyone talks about them. A good example of a underwater location that could be haunted is the many towns and citys around the world that have been flooded to make room for man made lakes etc.

Yes, the Great Lakes are one place where spirits have been spoted. there are ships where the bottoms are glass and some visators have seen faces and human like shapes

I've heard of a couple of places where the water is haunted. In vietnam, there's a myth about not going into the water at night in certain areas because you'll be taken away.
Also, down south here in Texas, on Interstate 10 between Houston and San Antonio, there a bridge called "Old Woman Hollerin' Creek" and there's a story behind it. This forest-surrounded creek is said to be haunted by the spirit of a woman who drowned her two children in the creek, and now walks along the bank searching for them. Many have claimed to hear and see her, and it is said that if you get too close to the creek, her hand will reach out and pull you in.

There are a few reports of underwater spirits(of particular note theres a sunken ship off the coast of Ocean City NJ that is supposed to be quite haunted and even cursed. Despite this its very rare. Most spirits that get connected to water are in fact considered very violent(nucklaves, kappas, undines, etc) or at best very tricky and not to be trusted.

I don't remember a lot(I've only heard the story the one time) but I"ll share what I remember. For starters Ocean City NJ is a small island of the coast of New Jersey about half an hour south of Atlantic City(incidentaly my own route to get there involves driving a good hour through the New Jersey Pine Barrens which I'm sure you guys have heard of and no I"ve never seen the Jersey Devil). Basicly as I recall it the ship was carrying a golden statue of Buddha that it shouldn't have had on board. The statue was in fact supposedly cursed. It sank off the coast of Ocean City and in fact the top of the ship was visible up till a few years ago(it sank in the late 1800s I believe). Since then most of the ship has been salvaged except for the hold where the statue itself was supposed to have been kept. A group of divers who tried to enter the hold got caught down there when a surface storm forced there ship to leave them. About an hour later(I believe) the divers were retrieved scared out of there wits and absolutely convinced the ship itself was haunted although they've been unwilling to elaborate.
