My own guess is that, yes, Tesla could have constructed a "death ray" device but that it would not have been an "energy beam" in the Flash Gordon "ray gun" sense of the word.

That is, Tesla planned to bring down enemy bombers by zapping them with man-made lightning bolts.

He was an old hand at creating lighting, having done so in Colorado in the 1890s. Those flashes have been estimated at 50-plus million volts each.
