I think that it is certainly a possibility. There are probably heaps of projects and special operations funded by Government's throughout the world that the general population will possibly NEVER know about (which sux).
There are probably many isolated areas in the world that could be harbouring these types of complexes (remotes islands, north/south pole, wilderness areas, extremely poor third world countries for example).

You are so right, there are so many places that are used by the givernment, that we will never know all of them. If the initial question was, 'is there an underground estblishment?', then yes, of course there is. There has been conclusive evidence of it. Back in the 60's and early 70's when most of these complexs were tunneled and built, the news reported on it, so you can get archived info on them. This, of course, was before the gov't realized that they needed to keep all of us in the dark about it. Now, it is like pulling teeth to get any new, reliable information. SO, what you will find is all old.
I would be very leery of anyone that says they know exactly what is going on 'down there'. The only way to know for sure, would be to have some first hand knowledge, and being that I used to go to one in Virginia, all the time, there is very little way of getting inside the perimeters, even close enough to determine anything specific.
So, to answer your question about what they are doing down there, who knows? Because the 'reliable' ones aren't talking, and the quacks are talking so much, that they never stopped to realize that all they have is 'speculative guesses', and if someone was to question them on it, they would sadly, look like baffoons...
