Ok you asked for an opinion on it and i don't know who is building them so i'll say that if it's aliens, its the safest place to colonize this planet without our direct knowledge. What is the worst thing you have to contend with ants? spiders? there are no real weather changes maybe an earthquake or to but that may not even effect them depending on where it is.

Theres one underneath the new Denver Airport...there were buildings built then covered up...about 150ft. to 300 feet tall...theres also underground tunnels and air vents on the grounds and some say there is a high EMF feild in the area too...supposedly different contractors were used at different times so no one contractor knew too much about the overall picture.
