Yes, the CIA sent money and equipment to Pakistan which then decided which Muhajeddin groups should get the money and equipment. Pakistan having its own agenda on top of wanting the soviets out of Afghanistan favoured more radical muhajeddin groups, often without letting the CIA know this.
So one shouldnt really only blame the CIA, they wanted to fight the soviets, and got to do that in Afghanistan, Pakistan wanted to do that and build up a force of radicals they could later use to take over Afghanistan with and of course also send into Kashmir to kill indians.
