I have a lot of links I would like to post.
There is no restriction on the inclusion of links in posts unless they are intended solely for advertising purposes.

Thats a link exchange, when that page does accept links you need to own a site in order to offer an exchange with us. When you say you have a lot of links to post, thats not how that page functions, you can't submit several links to other sites for inclusion on it unless you are in control of those sites.
The reason the exchange is disabled is because we were being inundated with link requests from low PR sites which was having a detrimental effect on our own PR, essentially defeating the purpose of the link exchange in the first place.
