Well yes and no. The relaxation causes certain vessels to relax then dilate, pushing on nerve plexi and creating a sensation. This can feel like heat, or electric, or dull and heavy almost like a bee sting...some people even say it feels like bugs crawling on them, but to a large part that is believed to be a product of the nervous system...this is merely the base level for training though. The misconception that is often made, is when one relegates qi only to the nerve sensation, or "bioelectricity"...bioelectricity is merely a product of ATP..qi is the force causing the creation of ATP...it is the force causing the organs to perform their functions...
When I use my qi, to give acupuncture, my patients claim they can feel it. When their body function improves, I believe them. Also, I use qi in martial arts to punch through boards and bricks, or take ridiculous amounts of punishment. Is anyone here familiar with Dim Mak? or Tajichuan ...not "tia chi". So Bio Mage, don't be too quick to discount something just because you have no personal experience with it. Also, you will find that heat energy can be quite beneficial in certain conditions, and your body already has a mild electrical charge...so the claims of energy are not so far fetched, just misunderstood.
