Well, i know during all the "hype" of area 51 that some of their projects were moved to the north-western desert of Utah. Dugway proving grounds is in that area. Dugway is a top secret area funded by the US govt.
U.S. Army Dugway Proving Ground is an Army post. It's hardly top secret. It has frequently been visited by the media and politicians. Search the Salt Lake Tribune, Deseret News and Tooele Transcript websites for articles. Their reporters tour Dugway's facilities every so often.
It is, of course, closed to the public --- just as most military reservations are.
There are no aliens, UFOs, underground facilities or Elvis Cryogenic Labs on Dugway. The hangar at Michael Army Airfield is empty.
Dugway's primary mission is to test defenses against chemical and biological agents. These defenses include gas masks, protective suits, detectors, decontaminators and decontaminants.
It also trains civilian and military personnel how to recognize and deal with a chemical or biological incident or attack. Specialized police and fire department personnel from major cities have received training at Dugway, so they're prepared for such a thing.
Other missions include its use as a firing range for artillery and armored units, the testing of devices that produce smoke or obscurants and the test-firing of conventional munitions.
A number of people with websites that also sell T-shirts, coffee cups and other trinkets --- as well as people hawking their books or documentaries --- love to portray Dugway as an alien site. These people make their money off your gullibility.
The next time they make these wild claims, ask them for their source. They won't tell you, because they either have no source or their source has no credibility.
