I don't think it's so much free will as a particular aspect of free will - selfishness. People are never going to always agree, but if they were less selfish, more other-person centred, then the differences would be smoothed over and accepted.
As is, human nature is geared to want more for the self. More money, more possessions. Those in power want more power. Those without want as much as they can.
I know I'm generalizing, but to one degree or another, this can basically sum up all of humanity.
