Why This Error Occurs and Is There Any Way That the Error OF LSA SHELL EXPORT VERSION Never even comes even the First Time and How One Can Solve the incoming of this Error even for the First time......!

If it was a virus, the only ways are to have properly configured and upto date virus protection. AVG and Avast are both free and solid options.
In addition taking normal measured to avoid being infected examples here.

The initial steps I gave should stop the error appearing (ie the error box and restart), but it wont on its own stop the error.

That error report is generated by the Win32.Sasser worm. (like a virus)

Symantec has a downloadable removal tool for it here:

Sasser Removal Tool.

Go there, download the tool and follow the instructions for using the tool with Windows XP.

Using an anti-virus program and keeping it updated regularly will prevent reinfection.
