If you are physically hearing these voices a common cause can be any kind of continous white noise. Such as a fan, ac units, etc. There's usually enough modulation in sound that it seems as if you are hearing a conversation or even a radio broadcast, but it's too garbled to make out any words.
If you're hearing the voices in your head as your falling asleep, don't be too alarmed because many people admit to having the same experience.

First, let me say right off that I would never entirely rule out spirit voices, but.......as was already pointed out it is common to hear voices as you are drifting off to sleep. These voices are actually coming from your own brain as it begins to go to rest for the night.
There are other causes though, and I'd like to mention one here:
About a year and a half ago my now 14 year old daughter was diagnosed with depression caused by a chemical imbalance in the brain (low serotonin levels). She had several symptoms that caused me to seek help for her. One symptom that I didn't find out about until after she was in treatment, was that she would hear voices whispering to her late at night while in bed, when the house was quiet. She wasn't necessarily falling asleep. Sometimes she was sitting up in bed reading a book. It was after she had been taking the necessary medication for her depression for several months that she came to me to tell me that she used to hear those voices, but now they were gone. She didn't hear them anymore. When we discussed this together, with her psychiatrist he told us that hearing whispering voices is not uncommon with the type of depression my daughter has.
If you have any symptoms of depression you might want to look into that being a possible cause of the voices.

Yeh i think you should go to your GP. Do you have to pay for that in america? because that might be a small problem.

I used to hear voices late at night as well....It scared the sh*t out of me at first until I realized that it came from my old stereo! I turned up the volume and listened to the voices and realized that it was just picking up the truckers radio frequency!!
OR
Do your neighbours fall asleep with the TV on occasionally?

I don't hear voices before I fall asleep, nor does anyone I know. Go to the doctor first, then from there make your ruling on what it could be.

Sometimes when the lights are out, and I am still awake (I had troubles getting to sleep during the night, find it easier during the day, so it is rather common for me to hear this) during the night times, I hear voices coming from the lounge room, and it sounds like the lelevision is on. I will get up, still hear the voices, go to my door, still hear the voices, but as soon as I open the door they stop.
Either there is a conversation going on and I can't hear it properly, or it is the electricity in there from the television and video. I have to turn all electrical things in my room off, fully unplug them I mean, before I can sleep, as the electrical 'noise' for lack of a better word would keep me up all night. I seem to be sensitive to it or something, but since I found that turning them off stops the noise in my room, it has moved to another, but at least I find it easier to sleep.
Perhaps this is the same thing that is happening to you. I have always heard this, and I have read about depression and been checked for it, and I have none, or a vey few of the symptoms (can't remember which, lol), which the doctors say is natural, and I am not clinically depressed.
Try unplugging the electrical things in your room before going to sleep, see if that helps.

I've experienced this with an electric fan a few years back; I spent the entire evening sat at my pc turning round thinking "Wtf is that talking coming from" LOL took me a couple of hours to work it out and boy did I feel foolish
Earthchick; great post hun

Depression/mental illness is feared by so many nowadays as they perceive such a stigma to it. I am actually diagnosed as schizophrenic (amongst other things). My advice to anybody who is worried about that side of their health is to
talk to someone you trust. Doesn't have to be a doctor, a member of the family will do. The most important thing to remember is this - if no-one knows what you are going through how can they give support? Depression is so common in this day and age, and if not caught in time can and does lead to further problems.

Don't panic, there's a couple of threads about this phenomena and it's a lot more common than you'd think. If you don't feel depressed then I'd say you're probably not; you could always try
This Link - it's basically the same test a doctor would conduct, and would give you an idea at least on whether to pursue an appointment. I was asked the same questions but on cards which I had to sort into piles. I'll try and locate the other threads and post the URL's here

Edit: here's the link; this one's the most in depth thread about it.
