Matt Brownlee was arrested on Oct. 11, 2005, after police spotted a truck driving erratically down Elgin Street.
He is facing four charges, including impaired driving and driving while disqualified. Brownlee killed a woman and her son while driving drunk in 1996.
The 33-year-old has been undergoing psychiatric evaluations at the Brockville Psychiatric Hospital since last fall to determine whether he was fit to stand trial.
Last month, Dr. Linda Grasswick found Brownlee unfit to stand trial because of concern over his delusions that country music singer Shania Twain was telling him what to say.
The doctor believes he is now fit to stand trial because the delusions seem to be decreasing thanks to medication.
Grasswick told the court Thursday that the symptoms were a result of a mood disorder and psychosis caused by a brain injury in the 1996 crash that took the lives of Linda LeBreton-Holmes and her son Brian.
He was three times over the legal blood-alcohol limit when he crashed the car.
