I'd love to think that we've not discovered quite everything that the human mind can do. As for the show, it's just tv.

Welll got to say for us to develop them sort of abilitys is theoretcally possible. One we haven't decoded all the DNA them dorment or non coding strips could be for something to unlock otherparts of the mind.
In terms of our brain we do onyl use a small section of it, and some parts may well have a job that we may not know.

But the 4400 is just a tv show, and well in the way they say it isn';t so technically correct, but in theroy it is possible.

Also your brain cannot control things that are not linked to it. Countless experiments have already proven powers like these are impossible. Yet believers still think they exist.

Also is the human brain is smart and all but only that. We are like a computer that cannot do anything more than programmed. Our brains don't grow new powers and thinks. We actually if you want to take it down to the basics are not even thinking since atoms and chemical reactions are the only things that make up our brains. Its not like there is anything supernatural about our brains.

Our brain is intwined with the quantum level, The quantum level Could be infinite, No matter what it is giant to us, In basic sense the smaller the thought the larger it is in anti world. Everything is energy So we are very much A part of everything, But we make difference, we make our life, We are born into a missunderstood genius world. Quantum mechanics would not exist without the fundamental idea that this zero point energy exists in the subatomic level, This energy could be intelligent, It could be incomprehendable to us. Although they state and believe of this pure raw energy existing in the Infinite large scale world, to us we veiw it as a small scale, It simply seams like this is where it all comes together, Deep I throw myself in mind, to find there is nothing to find, i would except the consiquences but how hard would this be, nothing if you had no sense of realitys.
