There's a clause in American broadcasting law which dictates that commercials advertising medical products must list all possible side effects if they specifically say what the product treats. Since this makes for long, clumsy, commercials, many drug companies just tag the "Ask your doctor" thing on at the end, or nothing at all in the case of Head On. That way they are not actually saying what the product is for, therefore they do not have to list possible side effects.
