Your use of 'budget' as an excuse really does not fly with me. Theoretically if scunthorpe united had the sam budget as chelsea they could win the champions league, everyone knows that in football money buys success, not having funds is not an excuse. But nor is it anything to be proud of, with the big crowds celtic draw in (you mentioned the testimonial for example) why are you working on such a low budget? fishing around for bargain basement buys like kevin phillips and claus lundekvam? the answer is most probably the funds go into the chairmans pockets and the huge salaries your club pays.
I think the glory days of scottish football are long gone, if indeed they ever arrived. Battle of Britain games in the uefa cup and champions league used to be great events with high tension and anticipation nowdays its a foregone conclusion that united will thump rangers, or chelsea will drub celtic. IMO they have no ambition other than to win the SPL, a second rate league, when even the likes of middlesbrough who you seem so keen on mocking aspire to win everything they enter
