I think one thing they are doing is keeping us confused as to what they are doing. Think about it. They're pretty good at evading us when they want to, and it's clear that they want to. It's exactly as if they're operating covertly. So it stands to reason that much of what we see of them is what they
want us to see. Often, we see what they
show us. And what they show us is noise, static, a smokescreen. This is just a fact of life when you're dealing with a clever organization that doesn't want you to know who it is, what it wants, and what it is doing. Human beings do it all the time.

Well, why in God's name would they give us any straight information about themselves? Have you ever met any human beings? Would you trust them? I guess the "aliens" figure that what we don't know can't hurt them. It seems completely obvious to me.

Search me. I imagine it's something boring, like "going about their lives without our molesting them, and occasionally using us for things we probably wouldn't agree to." Makes sense to me. Humans would probably do the same in that situation-- if they were a lot nicer. What humans tend to do instead is stomp the crap out of anything that gets in their way.
So imagine that we're the natives of a really nice island, and the "aliens" are like colonists, only a bit more scrupulous about the genocide thing. That's the picture that makes sense to me.
