I think it is a guy in an ape suit. This is why there is a portly look to this "bigfoot". All the weight of the costume/suit is being hung from the person shoulders. This would cause all the excess fabric to hang right around the waist area. Though on second thought it seems as if the suit is constructed much like your average professional sport mascots costume is made. Like maybe it has some sort of frame around the waist to give it form. I cant help but be reminded of the Pirate Parrot here. The costume hung on the shoulders and a ring around the waist to give it size/form. Hopefully that makes sense to someone.

They seem to walk very awkwardly and slowly, as if they'd be in some sort of alcoholic stupor -- or people walking in heavy suits -- If this is "enhanced", was there nothing but blackness featured in the original? x.x
There is the original verstion on Youtube right along with this enhanced one. And yes the original is pretty much blackness...
