It was the size of a cat. Brown fluffy fur. I thought it was a beaver at first, which is weird because you don't usually (ever) see beavers in the middle of Toronto. But it had a long tail that looked like a rats tail. And it had webbed feet like a duck.

Could it have been a Nutria?

It was probably a nutria rat.

I just googled it. They even have webbed feet so it seems likely. Although according to this they are only in the Southern US and I live in Canada...

Its possible for one to get all the way to Canada I suppose. Maybe someone was foolish enough to try to keep it as a pet and it got loose, or it snuck in the back of a semi.

My dear, here is a link stating that there are colonies in canada.

Nutria

I believe that there are Nutria in every state in the US, except Hawaii, of course, and possibly Alaska. They seem to be very adaptive.

Are you sure it wasn't a Platypus(not that I really think it was, I just love saying the word Platypus)?
sadistic jellyfish of doom
Lite the others, I'd guess Nutria or Muskrat. Muskrats are a bit more common up north.

There is another topic going on right now that also seems to be a nutria but it shows a picture. Go there and see if it looks similar.
