This is what you do when bored:
You go to said toilet and check inside, make sure you know EXACTLY where the pan is and then stand outside. Wait for someone to go in and lock the door, give them 10 seconds and then stand outside and appear to look in, the person doing their "business" will think you can see them.

Thinking about it from the other side of the cubicle however, you could stand inside and make the "V" sign to all and sundry passing by and they wouldn't be able to see a thing
