Well, Billy Booth has his own personal beliefs in all this. I see this as more of a *what if* scenario. Example, what if one of the unknowns that have been seen is (or may be in the future) ET paying us a visit? Perhaps we'd better have some type of protocol in place? I don't see this as any sort of official admission of visitation (yet anyway). Could an official admission regarding alien visitation take place...sure it could. However, I'm not sure this indicates things going one way or the other.

This wasn't an official UN press-release. The release came from an exopolitics group that believes aliens are already here.
I can't see anything there that's actually from the UN. Also, google "U.N. to debate contact with extraterrestrial civilizations", ans all your get is UFO websites, no news websites, or official UN ones.
Not to mention that the UN is probably the LAST group any of us would want representing us....
will kofi send a special envoy...to figure out the best way to profit from it?... 
This would fit in nicely with the pre announcement of Alien visitation. First, habitable planets are identified. Then UFO files are released to the public....all in an effort to begin exposure to the idea of life outside this world and to deflate any panic.

If I was an extraterrestrial visiting another planet and that planet was as messed up as ours, the very last thing I would do is establish contact with an organization like the UN or any other world power. Instead, I would attempt to reach and speak to the grassroots people - where change and good still resides. Landing on the White House lawn or shaking hands with a UN representative would be the kiss of death for that planet.

For the sake of argument, if aliens are here, it would seem they have great lengths to keep their presence a secret. Who says they want to have diplomatic relations with us or that its the best idea if we do?

I'm sure if intelligent life existed they would have encountered similar social problems in society as we have.
Intriguing article, unfortunately we can only speculate what the worlds governments know on the issue.
Does anyone know where I may find the countries that de-classified their information on the internet?

I think the UN would be a good place to establish offical contact. That way the past sins of various countries that have made contact with ET's and not shared this could be side stepped. We do need to get past historical issues with this and just make it official in some way.
