That is an interesting photo for sure. But where would red,hazy stuff directly beside that Stop Sign come from?
Good question, I wish we could invite the people that submitted the pictures here to get more information.
There's a brightly lit vertical area that looks like it doesn't fit, this spot is on the fence under and to the left of the red haze. You'll notice in that lit up area there's a lot of orange. It looks suspiciously like leaves with sky showing through, or sideways flames if you're more creative. This could be a photo made from film, and maybe it's just a double exposure - that is a negative from another photo was partially exposed onto this print. Double exposures often have hazes in them, I vaguely recall reading this happens when the negative or photo is pulled away during the exposure process.
Another possibility is a digital double exposure. This happens when the shutter is kept open longer than normally (often used during evening photography), and the camera is moved. This could explain the out of place "leaves" as well as the red haze. Often the image is mostly stable, with odd anomalies. More on digital double exposures and some examples

The more I look at it, the more I think maybe it was just taken through a car window and these are just reflections. Or, who knows, maybe the owner actually caught something here. Without knowing more about the camera, settings used, and how the other photos turned out, it's really hard to tell. Fun to try though!
