Cajun Town Bans Saggy Pants in Bid to Cover Up 'Private Parts'

Overly saggy britches are obscene, the Delcambre Town Council says. So does Mayor Carol Broussard, who said he will sign an anti-sag ordinance passed unanimously this week.

The new indecent exposure ordinance in this Cajun-country town of about 2,000 carries penalties of up to six months in jail and a $500 fine for being caught in pants that show undergarments or, in the mayor's phrase, "private parts."

"I don't know if it will do any good, but it won't hurt," said Delcambre Councilman Albert Roy, who introduced the ordinance. "It's obvious, and anybody with common sense can see your parts when you wear sagging pants."

The meeting Monday night packed the small trailer that has been Town Hall since Hurricane Rita swept in six feet of storm surge on Sept. 24, 2005.

Low-hanging, baggy pants have become a fashion fad, mostly for young men in the hip-hop culture. Several residents objected that the ordinance targeted blacks.

Broussard denied any racial motivation. "White people wear sagging pants, too. Anybody who wears these pants should be held responsible."

Although Roy, who is black, introduced the ordinance, he said a $500 fine is outrageous: "I think it should be something like $25."

The ordinance states, "It shall be unlawful for any person in any public place or in view of the public to be found in a state of nudity, or partial nudity, or in dress not becoming to his or her sex, or in any indecent exposure of his or her person or undergarments, or be guilty of any indecent or lewd behavior."

The law applies to women as well as men, the mayor said Wednesday. "If you expose some of your privates, the crack of your behind, if somebody feels insulted they should press charges. If you're offended by it, we want to straighten that out."

The clause about "dress not becoming to his or her sex" doesn't forbid cross-dressing, Broussard said. "A dress, I wouldn't find that obscene. As long as he covers himself and it's not too short."

The ordinance isn't needed because the state has an indecent exposure law, resident Sylvester Harris said during Monday's meeting. But town attorney Ted Ayo said the measure expands on the state law by adding underwear to the list of forbidden exposures.

"This is a new ordinance that deals specifically with sagging pants," Ayo said. "It's about showing off your underwear in public."

I worked as security in a bazar here in Dallas and when I see someone sagging I ask them to pull it up or get the hell out because it is a family atmosphere,all I can say is it is not only the blacks but the mexicans too"I'm Mexican",I found it easy for them to steel things and carry guns and other weapons hidden in those sagging pants. but the funny thing is when they do commit a crime and try to run they never seem to get to far because they cant run in those pants if they fall to the ankles,I call it the pinguin walk because they cant take long strides grin2.gif . It isnt only the young people who wear those pants but older mid 20s people,I feel if they want to wear saggy pants and show their underwear do it at home and not in the eye of the public because around here it makes you look criminal and I know this sounds like a sterio type but it is what it is. dont mean to afend anyone and if I did please forgive me"not everyone that saggs is a criminal" but that fashion has to stop. NO ONE WANTS TO SEE YOUR SKIDD MARKS!!!!!!

while I think they look funny , ridulous. there are lots of things that are. men who take off thier shirts being pasty white, or having man boobs. eeeeewwwww. women who squeeze into jeans to small for them. older women with that long brassy blond 80's look.

im from louisiana and i rememeber when this made the news,,,ive yet to hear of anyone getting the fine....

im 32 and i wear baggy pants i have a low waist line and sometime my azz hangs out deal with iot,,ive seen plenty of older people wearing non baggy pants that moon thw workd when they bend over,,,this is a silly law and will only be used to mess with someone when they cant g ethtm on somehting else

I, for one, am glad they passed this law. I like guys in fitted pants. I don't mind guys in loose pants that sit on the hip bones, but baggy (on any gender) is just trashy in my opinion. In the words of Oscar Wilde, "Fashion is a form of ugliness so intolerable that we have to alter it every six months." And it's about time that someone got around to changing this one.

I've never thought it was attractive for guys to wear baggy pants with their boxers or whatever hangin' out. But I respect their right to look like a little boy who's wearing his dad's pants. passifier.gif

There's 1 thing that should be required if you wear pants like the ones the law is going after:

If you are going to show your underwear...IT MUST BE CLEAN! No stains or streaks please! disgust.gif


P.S. When I see them I have the urge to either pull them the rest of the way down or pulll them up & secure them in place with a piece of rope! The only reason for those pants to be down that far IMO---lack of a belt! rofl.gif

My pants sag when I am too lazy to put a belt on, and only old people have complained. If we start fining things that look bad and offend people, then I say we start fining fat people. yes.gif

I did that to my son a couple of years ago in front of a restuarant we were going to eat at,l,ao He didnt see the humor in like we did though. But, he does pull his pants up around me now!!

I have to disagree with them passing a law on how you dress. They are going to far with this one. If you are going to ban baggy pants because they offend why not ban belly shirts on overweight women, or tube tops (yes they are still around here in the south) While I prefer to not see people in these articles of clothing, is it not their right to dress how they choose? It is not my place, or anyone elses for that matter, to tell someone how to dress.
