Sorry, folks, no UFO hyperdrive here. This an evening rocket launch from Vandenberg Air Force Base. It's very beautiful, and not really that unusual. What you're seeing is the exhaust plume from the booster lit brightly by sunlight as the vehicle climbs out of darkness into the light of the setting sun.
Based on the shape of the plume in the video and the bright white dot in the sky (Venus), I'm just about positive that this is a video of the November 8, 1997 launch of a Delta II carrying five Iridium communications satellites. Check out the still photos of the launch
