If there really is a cover-up and they all the evidence in the world, the government will still simply deny it. And what if they say there was a cover-up, what then? The existence of alien life will be verified through one of two means, either by ET suddenly hovering over a major city somewhere or by through rigorous scientific exploration and analysis. Otherwise they're not going to pursue the matter. That's the main goal of the initiative: to demand that steps be taken by the Government to look into this or fess up.
