If there's anything I remember about the "staircases" you speak of, it's that they were steep. If anything, they wanted to preserve the perfect shape of the dug in area, and that is why they didn't use stairs. Perhaps the different levels were for different castes of society, the less important people being further from the center. The energy theory just seems like a pretty strange conclusion to draw.
