NASA is developing the NASA is developing the RASSOR mining robot to collect soil, or regolith, on the moon or Mars so it can be processed into rocket fuel, breathable air and other commodities. This is the only way we are really going to be able to set up any kind of colony or long term mission to Mars. Bringing that much air, water, and fuel is pretty much impossible with todays tech.
