They always have, nothing has changed, but the smaller objects remain difficult to see. It is not possible to scan all of the sky all of the time, there are not enough telescopes world wide to do. I saw an item where someone suggested painting half of an asteroid so as to cause solar radiation pressure to alter its orbit.
