i guess because it costs to much to track down and find the foreign students once they return home, coupled with the fact we dont have a leg to stand on. so government have two choices, stop foreign students or write off the debt. then the question is, is that fair to UK students who have to payback the loan. well the simply answer is its easier to track and find a UK national living within the UK. so an easy target. - then we have all these bogus colleges and universities that dont even exist but yet have hundreds of students attending. who you'll find are all foreign with forged papers and college university acceptance letters. its so bad i googled to bring up an example and found the situation as its own Wiki page. http://en.wikipedia.org/wiki/Bogus_colleges_in_the_United_Kingdom

Foreign students come here to get a job (University is 2nd to their way of thinking,but its easy entry into the U.K).They send most of their money home so we are supporting their families abroad.They then go home after a couple of years having learned English then they plot our downfall.Go into any McDonalds (a foreign company) and you will find Poles. Latvians, Lithuanians, Pakistani's,and others,who are all "Students", some of them up to 40 yrs old.Thats the price we pay for allowing foreign students into the U.K. Our Gov't has said that they expect at least a quarter of the present Romanian population to arrive here within the next year.The Romanian Gov't are expecting a down surge in their economy, so its up to them to restrict exit passports.

Student loans should be underwritten by the Government of the country they have come from, not the UK. Problem solved.
